The Obligation of Performing `Umrah for those are able:
Ibn `Umar (radiyallaahu `anhumaa) narrated that the Prophet (sallallaahu `alaihi wa sallam) said when Jibreel asked him about Islam:
“Islam is that you bear witness that none deserves to be worshipped except Allaah, and that Muhammad (sallallaahu `alaihi wa sallam) is the Messenger of Allaah, and to establish the Salaah, and pay the Zakaah, and to perform Hajj and `Umrah, and to perform Ghusl when one is impure, and to perform the Wudoo’ well and to fast the month of Ramadaan.”

Naafi` narrated that Ibn `Umar (radiyallaahu `anhumaa) used to say: “There is no one from the creation of Allaah except that one Hajj and `Umrah is obligatory upon him, if he is able.”
Authenticated by Ibn Khuzaimah (3066), Al-Haakim (1/471), Zakariyyaa Al-Baakistaanee (Aathaar-us-Sahaabah, 2/749) and Al-A`zamee (Al-Minnat-ul-Kubraa, 1487).
It is also narrated from other Companions (radiyallaahu `anhum) including:

As-Subayy ibn Ma`bad said to `Umar (radiyallaahu `anhu): “I found the Hajj and `Umrah prescribed upon me and I began with them.” He replied:
“You have been guided to the Sunnah of your Prophet (sallallaahu `alaihi wa sallam).”

Note: It is authentically narrated from Ibn `Abbaas (radiyallaahu `anhu) that the people of Makkah are exempted from this obligation.
